ACB books revenue officials for fudging records, violating norms

JAMMU, Dec 28: Anti-corruption Bureau today booked ex-Assistant Commissioner (Revenue) Pooch along with several other revenue officials.

The Bureau registered two formal cases vide No.44/2018 & 45/2018 u/s 5(1)(d) r/w section 5(2) of J&K P.C Act Svt. 2006 & section 120-B RPC at P/S ACB, Jammu on 28.12.2018 against revenue officers /officials namely Shafiq Ahmed, then ACR Poonch S/O Mohd. Karim R/O Dodasan Bala Tehsil Thanamandi District Rajouri Bashir Ahmed Khaki, then Naib Tehsildar Haveli S/O Abdul Gafoor Khaki R/O Loran A/P Ward No.14 Allahpeer Mohalla Poonch, Zaffar Iqbal, then Patwari Halqa Degwar/Ajote Poonch S/O Mohd. Aslam R/O Naka Manjhari Tehsil Mendhar District Poonch A/P Ward No.02 Sukha Katha Poonch and private beneficiaries namely Ali Mohd. S/O Kaka Gujjar, Nazir Hussain S/O Fazla Gujjar R/O Deh and Masood Ahmed S/O Mohd. Shaffi Gujjar R/O Chandak.

The instant cases were registered based on verification conducted by Anti-Corruption Bureau pursuant to the written complaint lodged against the above named accused persons regarding allegations that they have issued Fard Intikhab in respect of Forest/State land to Villagers who further sold the land-to-land grabbers from Degwar to Ajote Haveli. Verification conducted revealed that Zaffer Iqbal, then Patwari Halqa Degwar/Ajote, Poonch, Bashir Ahmed Khaki, then Naib-Tehsildar Haveli  and Shafiq Ahmed, then ACR Poonch under a well-planned criminal conspiracy hatched with each other and private beneficiaries, by misuse/abuse of their official positions for their undue benefits illegally prepared and attested mutations No.1040 under LB-6/C of 1958, mutation No.1055 under S-432 of 1966, mutation No.1013 under LB-6/C of 1958, mutation  No.882 under LB-6/C of 1958 and mutation No.971 under S-432 of 1966 for the state /forest land.

This is despite of fact that the said beneficiaries were not in continuing possession of land said land in the year 1957-58 which is pre-requisite for conferment of ownership rights under LB-6/C of 1958 and S-432 of 1966 in favour of the beneficiaries. On the prima facie establishment of offences, the instant cases have been registered in P/S ACB, Jammu and investigation taken up.
