Youth Delegation meets Ghulam Nabi Azad post abrogation of Article 35A and amendment of Article 370


Jammu, Sept 27: A Youth delegation met the Leader of Opposition in Rajya Sabha and Former CM of J&K Shri Ghulam Nabi Azad at Jammu and highlighted the apprehensions and issues concerning the Youth of J&K post the revocation of certain clauses of Art 370 and Abrogation of Art 35A.

Former Minister Shri Manohar Lal Sharma and Jagjyot Singh (Youth Secretary) were also present at the Public Darbar. The youth delegation demanded that certain provisions like UPSC age relaxation to the domicile of J&K in Central and UPSC examination, Reservation in government jobs for the youth of J&K, Retention of SRO 43- Providing Compassionate Appointment, Continuation of State Civil Services Examination(KAS), Reservation for the youth of J&K in admission to various accredited institution/universities must be retained at any cost.

The delegation further added that Provisions like UPSC age relaxation of five years to the domicile of J&K was implemented in order to compensate the years lost to violence, conflict and disturbance in J&K. Many candidates are yet to utilize the provision and thus untimely scrapping of age relaxation clause can disrupt the process of rehabilitation and integration. With pretext to the increasing unemployment in India, the majority of youth in J&K is of the apprehension that with the scrapping of Art 370 and 35A, their right to 100% entitlement in State Government Jobs, Admissions to Universities and Accredited Institutions, and the Age Relaxation Clause in UPSC, Central/State Civil Services Examination now stands null and void. With their careers hanging in the midst of Political Crisis, the majority of youth is worried about the Consequences and Repercussions of losing their Job rights.

The delegation also reiterated that as per the recent survey conducted by Government of J&K, there are around 3 lakh unemployed PG graduates in J&K and as per some estimates the number of unemployed PG scholars is way above five lakhs. Also, the unemployment figures from other academic fields and professional courses are alarming and worrisome. States like Andhra Pradesh have not only reserved seats in Government Jobs but have also brought in the legislation whereby they have reserved 70% Jobs for the permanent residents of Andhra Pradesh in Private Sector as well.
Also, the newly framed J&K Recruitment Rules, 2015 under SRO 202 must be removed. Under these rules, any new non gazetted employee (Including MO and 10+2 lecturer) has been deprived of all the allowances and has been forced to work on a basic salary for a probation period of five years. There is also no provision of NPS. This policy is discriminatory in nature and violates the Fundamental Right of Equal Opportunity in Employment, so, thus it should be removed. On hearing the demands and issues of the Youth Delegation, Ghulam Nabi Azad assured the students that their issues will definitely be addressed. Ghulam Nabi Azad also showed concern over the present state of crisis of the Youth of J&K and was of the opinion that the majority of Youth across India has suffered because of the ill policies of the present Government. The Youth Delegation was led by Kanwal Singh and Sohail Malik.
